This model is part of Search Engine Marketing. As Pay Per Click (PPC) we refer to a model where the advertiser pays the medium (Google, MSN, Yahoo!, other) only when a click has occurred on his advertisement.
It is quite different from models were you pay for X thousand impressions (which you pre-purchase). PPC, is more like a pay as you go model. For example we setup and manage an Adwords campaign in Google, so when someone searches for your keyword(s), your advertisement is shown on top of all results or/and the left column of sponsored links of Google.
Therefore, when and if he clicks (of course we build it in a way that the most relevant ones click), then a small amount from your budget gets deducted. This is quite fair, as you pay for actual clicks leading to your website and not for impressions.
